Our New York version of KinderTrack™ integrates data collection and reports to facilitate data maintenance with New York State’s WMS (Welfare Management System) and BICS (Benefits Issuance Control System). Data views presented by New York State’s ‘Sidney for SQL’ system, which is natively implemented on Microsoft SQL Server, can be queried directly by KinderTrack™.

This way, KinderTrack™ is updated from WMS automatically. When a case in WMS changes, the changed information automatically (over night) populates the KinderTrack™ database and a history record is created, indicating this change.

The case management system allows automatic issuance of the state’s notices of action (NOAs). These are completely generated by the system and filled out. Also, the system maintains an audit trail of those notices for future reference.

The calculation rules applied by the KinderTrack™ payment calculator have been verified to conform to the Regional Market Rate requirements. This means that a county using KinderTrack™ does no longer have to calculate payments by hand and cap them by the regional market rates. We have automated the entire calculation process, down to after hours and premium hours calculations. The system prints a BICS roster in the same order that BICS issues the roster. However, the KinderTrack™ roster already contains the correct payment amount, based on the authorized amount and adjusted according to the actual attendance and dealing with absences.

We are also working with the state on the integration of an interface that allows the KinderTrack™ system write payment information directly to BICS, making manual data entry no longer necessary.
