Background
Alternative payment agencies reimburse childcare providers for childcare
supplied to families on welfare. Generally the programs are funded by
state and county governments, and the agencies have contracts to
disburse the funds according to the specific criteria.

This is a complex task, requiring much administration and tracking of
many paper documents. The agencies are also accountable to the funding
entities and must provide extensive reports. To do this, data must be
tracked about families, parents, children, school schedules, income and
eligibility requirements. Also, in order to reimburse childcare providers,
schedules must be maintained and childcare provider information must be
tracked.

 Attendance sheets are issued to providers for every enrolled child, and at
the end of the attendance period, those sheets are returned back to the
agency for payment processing. Additionally, in order to allocate funds
and budget subsidies, the agencies must have access to financial
trending data, projections and payment records.

Architecture
The system runs on Microsoft SQL Server 7.0. The user interface is
written in Microsoft Visual C++ and all reports are implemented using
Crystal Reports. KinderTrack is object oriented and designed to be
customized for specific requirements differing from state to state and
perhaps even agency to agency.

Scale
Our database is fully relational, allowing us to implement small systems
as well as systems covering large areas like entire states. 

Ease of Use
KinderTrack uses all standard Microsoft Windows user interface
methodologies. Anyone familiar with Windows and standard Windows
programs can use KinderTrack intuitively. This allows deployment of
temporary workers for routine tasks after very minimal training.

Reports
Stock reports are provided with the system. Custom reports can be
generated to suit your agency, county or state specific requirements.

Also, the entire database can be exported and sent to your IS department
for ad-hoc off-line reporting using any standard reporting tools. Controltec
engineers can be available to generate custom queries and reports to
accommodate your business reporting requirements.

KinderTrack is a standard base product. It is designed applying object
oriented technology. This allows us to customize it with ease and without
affecting the integrity of the base system.

History
All data is maintained. We even track changes from one update to the
next. So it is possible to see when any information was changed, who
made the change, when the change was made and the reason given by
the operator who made the change.
